Meet Our Leadership Team

Chris Thomas

Co-Founder, Risk, Security & Vulnerability Management Executive | Aurora Strategic Resilience

Chris Thomas brings more than three decades of frontline to executive leadership in public safety, security operations, and risk management to organizations navigating today's complex threat landscape.

Chris built his foundation with one of the largest law enforcement agencies in the nation, rising through progressively senior roles that spanned correctional operations, patrol, criminal investigations, and specialized units including gang enforcement, major accident reconstruction, and critical incident response. His reputation for performance under pressure led to selection for elite assignments such as special investigations, drug recognition expert, and bureau commander overseeing risk management and policy development and the Chief of Transit Police Services.

As he advanced into supervisory and command leadership — serving as sergeant and later lieutenant — Chris's portfolio expanded to include legislative compliance and policy development, academy and advanced officer training, homeland security-surface transportation policing, and formal risk management functions encompassing use-of-force review and critical incident analysis. He ultimately commanded Transit Police Services within his agency's Homeland Security Division, overseeing police and investigative operations across a major regional transit system.

Chris' appointment as the Chief of Transit Police Services resulted from a culmination of specialized skills, leadership experience, and the ability to collaborate across multiple agencies and disciplines to bring a team of specialized law enforcement into a modern and proactive policing model. In this executive role, Chris set the vision long term vision for Transit Police Services (TPS). TPS leveraged leveraged multiple highly specialized disciplines, to include explosives detection canine teams, Terrorism Liaison Officers, counterterrorism operations, investigations, intelligence driven policing, SWAT, and others, to provide the highest level of service to the surface transportation environment in the country. Chris brought local, state, federal, railroad police, and private sector partnerships into the core of the operation. This enhanced capability, effectiveness, and customer service at all levels. Simultaneously, Chris’ background in training, policy, and risk management enabled him to minimize the three pillar risk exposure (physical-financial-reputational). TPS became a resource for other partner entities under his vision and leadership.

Chris also currently serves as Assistant Director of the Department of Safety Services at a major Southern California university, where he leads a 24/7 security organization responsible for protecting a large, dynamic campus community. His responsibilities span 24/7 patrol operations, investigations, intelligence analysis, threat assessment and management, vulnerability assessment, large-scale event security, and dignitary protection. In this role, Chris has significantly mitigated risk exposure, enhanced operational effectiveness, and built a sense of community throughout the campus community. Chris is very active in threat management, vulnerability assessment, and risk mitigation in this role.

This career-spanning depth of experience — from frontline deputy to police chief to university safety executive — has given Chris a rare, 360-degree command of the three pillars of organizational risk: financial exposure, reputational exposure, and — most critically — physical exposure. Across both public and private sectors, and at every level of an organization from operator to chief executive, he has designed and implemented policy frameworks that minimize risk while preserving operational capability. With 15 years dedicated to training first responders, and curriculum development, he specializes in translating legal and regulatory requirements into practical, outcome-driven training programs.

Chris possesses a Bachelor of Arts in Criminal Justice. Additional specialized training include the Sherman Block Supervisory Institute, CALPELRA Labor Relations School, Narcotic Investigator Course, FBI Firearms Instructor Course, Traffic Collision Reconstruction series, POST Supervisor Course, POST Management Course, Intelligence Analyst, Terrorism Series (CalOES), Active Shooter Instructor, and an additional 2,000+ hours of specialized instruction in investigations, gangs, narcotics, terrorism/extremism, leadership, risk management, vulnerability assessment, and threat assessment-threat management. Professional affiliations and certifications include the Association of Threat Assessment Professionals, Terrorism Liaison Officer (JRIC), Terrorism and Homeland Security Specialist (CalOES), POST certificates up to management level, and others.

Chris brings this full spectrum of operational, investigative, and executive risk leadership to clients through Aurora Strategic Resilience.
